The government issued Decree No. 139/2016/ND-CP dated on October 4, 2016 to regulate licensing fees.
The licensing fee payers are organisations and individuals that operating their trade/production of goods and services, including not only enterprises, cooperatives, non-business units, branches, representative offices, business locations but also individuals, groups of individuals and households that have their trade/production activities.
For branches, representative offices, business locations, the common rate of licensing fees is 1,000,000 dong/year, regardless of capital scale.
The government on October 10, 2016 issued Decree No. 140/2016/ND-CP on registration fees.
Under the Decree, passenger cars with nine seats or less shall have to pay registration fee for the first time at 10 percent and from the second time onwards at the rate of 2 percent.
The Decree comes into effect since January 1, 2017.
The government on November 1, 2016 issued Decree No. 144/2016/ND-CP providing for a number of peculiar mechanisms relating to investment, finance, budget and management of Da Nang City.
The mechanisms are expected to help boost fast and sustainable socio-economic development in the city, create favourable conditions for the city to fully promote its advantages to become one of the biggest urban area of the country and a socio-economic centre of the Central region by 2020.
Decree No. 149/2016/ND-CP dated was issued on November 11, 2016 to guide the implementation of a number of articles of the Law on Pricing.
The Ministry of Industry and Trade shall be responsible for reviewing registration forms for milk products for children under six years old.
The Ministry of Health shall coordinate with the Ministry of Trade and Industry to provide detailed instructions on the list of milk items for children under six years old.
Since January 1, 2017, monthly minimum wage for employees will increase from VND 2.58 million (US$122) to VND 3.75 million (US$178), according to Decree 153/2016/ND-CP on monthly minimum wage for employees.
The beneficiaries include employees who work for companies, enterprises, cooperatives, cooperative groups, farms, households, individuals and agencies, and organisations employing labourers.
Accordingly, since January 1, 2017, the minimum wage will be applied for four different regions in Vietnam as follows Region I: VND 3.75 million (US$ 178); Region II: VND 3.32 million (US$ 158); Region III: VND 2.9 million (US$ 138) and Region IV: VND 2.58 million (US$122).
The government enacted Decree 154/2016/ND-CP on November 16, 2016 on environmental charges for waste water.
The Decree stipulates that for daily-life waste water, the environmental protection charge rates is 10 percent non-VAT selling price one cubic metre of clean water.
For daily-life waste water discharged from organisations and households which exploit by themselves water for use (except for households in localities where exists no clean water supply systems), the charge is determined by average amount of water used per person in communes, wards, townships and selling price of one cubic metre of clean water.
The government issued Decree No. 156/2016/ND-CP on November 21, 2016 on amending the Decree No. 27/2007/ND-CP dated February 23, 2007 of the government on e-transactions in financial activities.
Under the Decree, digital certificates that are used in digital signatures in financial operations between organisations, individuals and financial authorities: Digital certificates issued by providers of public authentication of digital signatures; digital certificates issued by providers of authentication of digital signatures serving the agencies of the political system; foreign digital certificates that are accredited; foreign digital certificates that are accepted in Vietnam; foreign digital certificates that are accepted in international transactions.
The Ministry of Finance has issued Circular No. 215/2016/TT-BTC regulating the rate and the regime for collecting, paying, managing and using fees for providing information about enterprises, and the charges of enterprise registration.
The Circular will take effect since January 1, 2017
