Introduction

Having over 50 years of professional experience in public administration, policy-making, teaching, scientific research and consulting in the field of bidding and procurement, including senior leadership roles at the Ministry of Planning and Investment of Vietnam.

Former Director General of the Department of Public procurement (MPI) and a key contributor to the formulation and implementation of Vietnam’s bidding legal framework. His experience further extends to advising, appraising, and resolving complex procurement and bidding matters for state-owned enterprises, large corporations, and public institutions.

  • Participated in bidding/procurement activities (preparation and appraisal of bidding documents, evaluation of bids, appraisal of bidding results, negotiation and finalization of contracts, etc.).
  • Provided consultancy on handling issues arising during the bidding process.
  • Participated in developing procurement regulations for regular operations of several entities such as Viettel Group and Binh Son Refining and Petrochemical Joint Stock Company (BSR),
  • Regularly provided individual bidding consultancy services for several organizations: Project Management Unit 46 – Ministry of National Defense (2008–2011 and 2020), Viettel Group (2018–2019), Hanel (2019), Vietnam Oil and Gas Fertilizer and Chemicals Corporation (from 2019 to present), Binh Son Refining and Petrochemical Joint Stock Company, etc.
  • Authored a bidding handbook for the National Target Program on Education, Ministry of Education and Training.
  • Published the book on Bidding case studies, Volume 1 (2010), Volume 2 (2011), and Volume 3 (2013).

  • Project Director of the Technical Assistance Project “Strengthening Capacity for Formulation and Implementation of the Bidding Decree,” funded by World Bank, 1999–2002.
  • Project Director of the Technical Assistance Project “Bidding Bulletin,” funded by the World Bank, 2003–2006.
  • Participated in drafting the 2005 Law on Bidding and decrees and circulars guiding its implementation.
  • Lead author of the book Bidding Situations, published by the Bidding Management Department, Ministry of Planning and Investment, 2005.
  • Participated in the project “APEC Workshop on Transparency in Procurement and E-Procurement,” funded by APEC.
  • Participated in teaching specialized topics on bidding at universities, research institutes, training centers, ministries, local authorities, and related organizations such as National Economics University, Construction College and retraining institutions under the Ministry of Construction, VUSTA Management Institute, and training units including VIM, IEDU, CFTD, CDMS, DKV, Viettel, etc.
  • Participated in developing bidding regulations for several entities such as Binh Son Refining and Petrochemical Joint Stock Company (BSR) and Viettel Group.
