The PM has issued Instruction 18/CT-TTg on management and administrative procedure reform in customs.

The Government chief tasked ministries, ministerial-level agencies, and the People’s Committees to fulfill Government Resolution No. 19/NQ-CP, dated March 12, 2015, on main tasks, measures for innovation of business environment, improve the national competitiveness in 2015-2016; bolster administrative procedure reform and IT application on state management and implement interdisciplinary connection on exports and imports of goods.

The Ministry of Finance was asked to work with the Ministry of Justice and relevant agencies to supervise the issuance of new administrative procedures on customs; streamline issued ones; speed up the application of national and ASEAN one-stop-shop mechanisms.

The Government leader requested the Ministers of Industry and Trade, Science and Technology, Agriculture and Rural Development, Transport, National Defense, Public Security, Health, Information and Communications, Resource and Environment, Construction, Culture, Sports and Tourism, Labor-Invalids and Social Affairs, and the Governor of the State Bank of Viet Nam and relevant agencies to review, build and perfect the legal system on licensing, quarantine, quality control, food hygiene on exports and imports of goods.

In addition, the instruction also noted the importance of strengthening facilities, equipment, and manpower at border gates in big provinces and cities including Ha Noi, Hai Phong, HCM City, Lao Cai, Lang Son and Quang Ninh.

The Viet Nam Chamber of Commerce and Industry is in charge of working with business and career associations to survey and conduct independent researches to rate the quality of customs procedures and make public outcomes for the business community./.
