In 2017, GDVC coordinated with ministries to review and apply HS codes to 60 goods nomenclatures
VCN- In 2017, the General Department of Vietnam Customs (GDVC) chaired and coordinated with ministries and sectors to review and standardize the goods nomenclature subject to specialized inspection attaching HS codes in accordance with the Vietnam Export and Import Classification Nomenclature enclosing with Circular 65/2017/TT-BTC of the Ministry of Finance.
Accordingly, the GDVC had 2 working periods to focus on reviewing and applying HS codes to over 60 goods nomenclatures under the management of ministries and sectors, including Ministry of Agricultural and Rural Development, Ministry of Culture, Sports and Tourism, Ministry of Health, Ministry of Industry and Trade, the Government’s Cipher Board, the State Bank and Ministry of Science and Technology.
In which, it proposed to unify the nomenclatures under specialized management of the Ministry of Agricultural and Rural Development into a document to facilitate the search such as Circular 24/2017/TT-BNNPTNT dated 15th November 2017 issuing 24 nomenclatures attaching HS codes, the goods nomenclature subject to food safety inspection of the Ministry of Industry and Trade or the goods nomenclature of Group 2 of the Ministry of Science and Technology.
In 2017, the GDVC actively worked with specialized units under ministries and sectors to review legal documents on specialized inspections which still have shortcoming and do not meet the instruction in Decision 2026/QD-TTg and Resolution 19/NQ-CP in 2015, 2016, 2017 of the Government.
For example, proposing the Ministry of Agricultural and Rural Development to review and amend Circular 50/2009/TT-BNNPTNN, 50/2010/TT-BNNPTNT issuing the goods nomenclature of group 2 with large scale but without HS codes and standards for inspection (such as items of fishing net, agricultural machinery); proposing the Ministry of Health to amend Decree 38/2012/ND-CP guiding Law on food safety; proposing the Ministry of Transport to continue reviewing the goods nomenclature of group 2 in Circular 39/2016 / TT-BGTVT (39 commodity groups subject to pre-customs clearance inspection) to further narrow (such as new cars and motorbikes originating from countries with high requirements on quality and environmental protection), goods subject to quality inspection before Customs clearance.
Currently, the Ministry of Finance (the GDVC) has developed a draft Decree stipulating the implementation of National Single Window, ASEAN Single Window, and specialized inspection for imported and exported goods, in which specifying responsibility of specialized management ministries such as:
Application of risk management principles in specialized inspection;
Issuing goods nomenclatures subject to specialized inspection before Customs clearance, which must meet criteria such as technical inspection standards (in cases without technical standards, inspection indicators must be provided), inspection procedures, inspection agencies and HS codes.
Only listing goods with high risk which affect human health, the environment, national security to the goods nomenclature subject to specialized inspection before Customs clearance; unifying goods exempted from specialized inspection before Customs clearance.
